The sticks don't move freely on screen. It's like a magnet pulling it to the up/down way and the left to right way. For example when pressing the stick straight forward and then pushing it a little to the left it will still look like you are only pushing straight forward.
When turned off, hold the home button for a few seconds to start pairing mode. From the manual: "For PC / Mobile Wireless 1 While controller powered OFF, press the Home button, release when 4 LEDs flash and the controller is now in pairing mode. The manual says to press the "Set" button in the back of the controller to change the lights, maybe that helps.
