Yes, Marshall Tucker Band did this first and I think their version is better, but Waylon does a good version of it. As for him being an outlaw, that just refers to him wanting his music to sound the way he wants it to, and him NOT letting some producer making it sound different. There was, and still is, the "Nashville sound", where record labels and producers have control of the music, where they would add in a lot of sounds to artists' music to match what they, the labels/producers, want it to sound like. They might bring in a full orchestra to play on one song if they thought it was needed, there are a LOT of country songs from the 60s and 70's like that, very over-produced. Waylon and a few others knew they didn't want their music to sound like that, so they rebelled against the established way of doing things and produced their own records the way they wanted them, and the establishment called outlaws.

I used to do this song in my shows. My version was blend of the two versions, but definitely closer to Waylon’s.
