Correction: Policy Peek power doesn't enable the President to change the order of the policy cards. He musts return the cards to the deck without changing the order.
That's explained pretty thoroughly at 6:32. Once unlocked, the chancellor can call for a veto once receiving the two possible policies for the round. The president can then agree to the veto to discard both policies and treat the round as though the vote to elect them failed, or disagree with the veto and force the chancellor to enact one of the two policies.

im trying to relearn this game i used to play it for hours. Im confused unless rules have changed since i played it like back in 2016-17 area. around 5 minute mark. I thought the cards worked as follows. You pick up 3, discard 1 and give it to the president. The president then chooses 1 out of the 2. Then the president says What his choices were out of the 2. Then people ask the chancellor and the chancellor says what he gave. Both parties can and will lie. At least thats how i remember playing it. Then if you're keeping track you will start to realize who lying and such or you can start guessing how many F or L cards are left.
Not 100% certain if this is what you're describing, but: 1) President draws 3 cards, chooses 1 to discard, and passes the other 2 to the chancellor 2) chancellor picks 1 to discard and the other to enact. 3) both parties can then claim whatever they like about what cards they drew/were presented

the current president enacts that ability immediately. That president is not allowed to either 'keep that ability for later' or 'cancel that ability'.
