Okay, hot take while the video is still going: The Roc was definitely a very late removal. I think the arena has elements of the original battle with Avion. I remember the dev said how Avion felt too similar to the Roc or vice-versa, so they gave Avion a long tail to make it different. In the video, we can see a lot of small pillars around the arena with Avion sitting on the tallest one, its tail just BARELY out of reach. I think originally how you were supposed to beat them was to lure them onto one of the smaller pillars somehow which would allow you to grab onto the tail. You can see that Avion uses it's hover animation much more frequently in this build, and it kind of looks like it's almost trying to land. Additionally, it's tail doesn't have a sigil, further leading evidence that it was only meant to be scaled.
You're right, we predict most of the unused colossi were cut approximately 3 or 4 months prior to this build based on Ueda's comment of there being "around 20" colossi in the game as of December 2004 and lots of assets from the Red Hair Beta that have yet to have been replaced or finished in the E3 Demo.
As stated by Ueda, Avion would be beating its wings to create bursts of wind, so you'd originally have to dive underwater and make your way around the arena until you reached its tail, which would be touching the water. This build still contains some leftovers of that old idea, since Avion will start beating its wings at you if you dive underwater during the fight. They were transitioning from the old strategy to the final one at the time. Also, Avion was the one who was modified to be like Roc later on, not the other way around.

Awesome job guys! it's great to see early builds of SOTC and compare them to the final game. That avion cutscene at the start looks awesome, even though it's short!
This is by far the most impressive thing on this new found beta. I heard that those scrapped pillars are part of another beta colossus, but I forgot which one. Also the choice of songs for this is really off I can see why they did substitute In Awe of the Power for Silence on the final version, and lastly, why does the camera on this beta version work so much more beautifully than on the final version? Wander looking small under water with a further take is pretty awesome and makes the playability better than the close up can on the final version. Yeah, SOTC had a one colossi demo playable at E3 2005 but it was lost until someone donated it (and thousands of other early PS2 games) to Hidden Palace

Amazing video! It would be nice if Avion landed this crashed colums. And that "arms" in the bag remember makes me remember the Jampack Demo for PS2.
