Some research on my end of things reveals this signoff is from the weekend of May 4-6, 1990, based upon the Arsenio promo at the start of the vid.
I'm guessing they changed up the SSB anthem a few years earlier. That said, nice to see another KCPQ signoff vid, from, as you stated, their early days as a Fox station.

As this completed Q 13's broadcast day, 1 second of censored audio in an on air promo for "The Arsenio Hall Show" on Q 13 was not heard, as KCPQ Tacoma-Seattle was then owned and operated by Kelly Broadcasting Company, which also owed and operated their sister station KCRA Sacramento-Stockton, California. KCPQ is now known as Fox 13 and is owned by Fox Television Stations, Inc. And "The Bluebird of Happiness" by Jan Peerce, shows Q 13's produced montage of scenery in the state of Washington set to this tune, and this tune was used in KCRA's sign-off with visuals to the California capital region.
