Yes on the new location you delete all the files and just have the backup buddy file and importbuddy.php. You also should delete your old database and create a new empty one for backup buddy to fill with files. Hope that is helpful.
i wanna move my site from namecheap cpanel to another namecheap cpanel so when download the backup should i completely delete the website before creating the new one
Oh, you don't need to delete the old website before making the new one. You can if you want, but I'd probably leave it as a start, just in case you need to go back and run the backup again for some reason.

so how do i know if my new site is working...if old site is online...i am confused
