Cause the Russian government lacks the infrastructure at the current moment. Think about it: government jobs, government benefits, government spending. Lots of money to move and unfortunately Russia's got issues at the moment taking the money elsewhere. I WISH they only had a traffic problem.

Not quite. Unfortunately, government spending isn't really focused on Infrastructure in Russia. It's still heavy on government "improvement." I would be thrilled if they hired people to issue more tickets, but there is also the whole "corruption" thing. They still aren't super accountable in their districts yet. Hopefully some day.

If they are paid then they are called traffic wardens and they are scumbags. They lie and cheat as they have a financial incentive to give tickets. Volunteers trying to educate first is far more acceptable.

A lot of corruption with US Police, but then again, most police departments here get a portion of their revenue from ticketing people. In New Mexico, the State Patrol is a division of the Department of Revenue. That's about as honest as you can get about it. :)
If the money from tickets go to the police department, a governmental body then it's not corruption.

it snows alot in Russsia. they use salt and sand to create traction for safety. which then dries in warm days and stick to the cars. thats like driving offroad..
