So? The cars on the sidewalk will happily drive on the grass too. The interesting bit is, if someone hits someone else on the sidewalk it's the car that gets in trouble.
But if someone is walking (jaywalking) on the road, it's the person being run into that is at fault and gets into trouble.
What he should have done is drive against the traffic. That would make people tear his car apart.

Truly amazing how stupid people can be when driving a car and dealing with traffic. As a former police officer I used to have fun standing hidden just out of the roadway and catch people leaving the road to get past traffic. Approximately 20 years ago a guy went nuts on me because he drove on a pedestrian path and I stepped in his way and would not move. When I asked for his license and registration is when he went wild. Anyhow, I towed his vehicle, which was $250 tow charge and $10 day storage for 15 days, arrested him for assault on police, wrote him three traffic citations totaling about $600 USD. He was going to get just one ticket and he could have driven away, but he could not let it go!

I believe some would just drive right through them or just drive around them.
Here in Sweden we have a kind of fence made out of iron bars. So that you'll have to walk in a short zig zak pattern to get through. Though in an open side walk such as this it may not work, maybe if you add additional fences on the side where it meets the road.

Fences can´t be used emergency service such as firedepartment, ambulance and police CAN use sidewalks in traffic jam, that is the reason they are so wide.
