After you record some of these guys, do you report them to the cops?
As some of the videos show they only involve the police if a driver refuses to return to the road and chooses to instead attempt to drive through them, injures one of them, or calls the police themselves.
Other than that they give all offenders every opportunity to avoid being fined or having their licence suspended/revoked. In one of the videos they even warn a driver that the police are handing out tickets further down the sidewalk for which he thanks them and then backs up and returns to the road.
