Why does the beat keep changing? The basic idea is to keep the frequencies shifting periodically, so your brain will be continuously adapting to a beat that changes, to help reduce the chance of it "tuning out" after a while and getting bored or distracted.

Good question. Even I'm confused about that
while a range from 11 Hz to 40 Hz is generally recommended for studying, there isn't definitive evidence that any one frequency is "the best." It really depends on the individual, task and desired study state. Experimenting and finding what works for you personally is the best approach.
