Early 90s was a time when the tides were turning to tobacco companies. D.A.R.E was ramping up their efforts and PSA's similar to the "Truth" Psa's we have had for the past 20 years started forming shutting tobacco companies down. If you noticed in the 80s and prior to that cigarette ad's were every where. In the 90s they slowly completely died off. They knew they were in trouble and knew if they tried to fight it they were losing a battle before it began so it was just easier to lessen their advertisement foot print and in a product that kids were gonna play it constantly they knew there was lawsuits probably in the works.

ForeverLaxx lucky you. The only arcades I’ve ever seen in California or the few times I visited Vegas have been ones where you pay a shit ton of money to get a card that’s preloaded with “credits,” and each game takes a certain number of credits of off your card to play. That’s cool and all, except most games take more than one credit (each credit is like a dollar - $60 for 60 credits) and when you swipe the card in a broken game you don’t get them back. And considering most of the cool games are in disrepair anyways, it sucks to see Aside from a bowling alley in Santa Barbra (Zodo’s, check it out), the Pinball Musuem, and like Chuck E. Yeah, one just needs to program the amount of time that's needed to pass before allowing the character to be shown. Now whether it's using a timer in continuous count, a clock or something else to determine the time has changed is up to the developers.
If he was skidding to a halt he would be leaning sideways instead of digging his heels into the ground. If he had much speed in the pose he is making he would just fall flat on his face.
I think the poses of Mario “riding” something are actually just supposed to be him flapping his arms while skidding to a stop. A variation of the second pose (where he has his hand pointing at the ground) is used in the game when Mario or Luigi skids to a stop after letting go of the joystick or abruptly turning around.

All the free advertising in the world isn't worth it if you're accused of advertising tobacco to children.
