I think if we think about the pragmatism of Tywin, his biggest mistake is that while he loves to show himself as a “full measure, take no prisoner” kind of guy, he’s very half measure when it comes to Tyrion. If he thought that he can’t kill Tyrion, he should have treated Tyrion well and raise him as an heir because Tyrion is the most fitting to be the next leader of House Lannister thanks to his intelligence. If he thought that Tyrion is up to no good, then he should have thrown Tyrion off a cliff back then. He could tell Jaime and Cersei and everyone else that Tyrion died thanks to birth defects. Ending the Tyrion issue once and for all. Instead we got Tywin who kept Tyrion alive but then abused him in every way possible. Of course, Tyrion will kill him. And since Tywin made his own reputation as a terrifying genocidal dictator, the only way to secure his family rule is to have a proper heir who could pick up where he left off but thanks to his mistreatment of Tyrion, a proper heir now joins the enemy’s cause while the heir he got (Cersei) is now putting House Lannister to ruin. An example of a Machiavellian leader who took a full measure is Yoshii Toranaga from Shogun. He didn’t make the mistakes that Tywin made and he’s smart enough to create an honorable facade to make people fight and die for him, unlike Tywin.
I've honestly always had doubts about Tyrion being the perfect heir. All things considered his tenure as King's Hand was rather mediocre. He spent more of his time arguing with Cersei, he trusted Varys (who was literally planning to overthrow the Lannister regime for Aegon), he gave the Princess of Westeros to the third son of Prince of Dorne in exchange for a neutrality that they would have kept anyway, he replaced Pycelle who was a Lannister supporter...he's good at political maneuvering but he's pretty meh at governing

Him arguing with Cersei is a very normal circumstance because Cersei hates everyone and the entire imperial court hates him thanks to Tywin. Plus, everyone in House Lannister put some trust in Varys. The difference is that under Tyrion's reign, Varys couldn't find a way to undermine him because Tyrion did such a great job defending the city against Stannis and only went against Tyrion when he was put on trial for Joffrey's murder (as a way to get along with Tywin and Cersei, for his own survival and to make Tyrion hate his own family even more to fit his Faegon plan). Under Cersei, on the other hand, she made so many political blunders for Varys to exploits to the point that he had to kill Pycelle and Kevan because these two did their jobs too well and Varys just wants to "let Cersei cook". So yeah, Tyrion could have been a great heir to Tywin and pick up where Tywin left off.
I think that the reason why Tywin didnot kill Tyrion was because Joanna make him promise not, but with Tywin and Kevan dead now we probaly will never know, my only hope is that Gemma know about that.
