Or go to security and let them know that there are strange folks looking into cars on the lot.

The theft prevention guys will do all they can to stop someone until the police leave. They can do this until someone steps off of the property. So a shoplifter just needs to run out of the property really fast. In stores like Target they chase and apprehend until they step on to the parking lot pavement.
