Because she wasn’t identified by the stores as having stolen anything. The police take that single statement to court, she says it was coerced, the case is thrown out, and everyone’s time is wasted.

You would be surprised by how many do get away with it. There’s not always someone watching the cameras.

There are also rules about what you can and can't do. You can confront them once they're out of the store, but if they run you mustn't chase.
There was a case with a supermarket security guard who tackled a thief outside the shop. The thief had a bottle of wine in his pocket inside his coat.
He fell when tackled, the bottle broke and he died from blood loss. Security guard was fired and arrested for manslaughter
@@user-ho7mg9ol7w Yes. The rules are different here from state to state and sometimes county to county. If I chase a suspect into a different jurisdiction, that jurisdiction must be notified by my dispatcher. They will respond to the call as backup.
I heard about that bottle incident, or one like it. Tragic. Some police departments will not respond if the dollar amount is too low.

@@SpecialJay Indirectly it is true. Theft affects the individual store's profits, which in turn controls staffing levels and wages.
The more theft a company or store gets, the more likelihood of the prices of certain products being raised to counteract it.
While large companies are able to absorb some theft, too much in one store and it could put jobs at risk
