Queen Excluder? Or Is Honey Excluder Somewhat True!

I have a queen Excluder that the bees appeared to be trying to block off. Or possibly even encapsulate.

3 years ago my neighbor had a bear come up in their yard. But I think Mr. Wabash Canonball ( my coonhound ) keeps them at bey pretty well. Hes a beast. And hes so loud!!! I love him.:)
