You don't need to keep cycling it, the plugs stay on when the light goes off in this cold weather and stay on for 3 minutes. The glowplug light goes off when the ECU says ready to start, not when the glowplugs are turned off. They also stay on during cranking and for up to 6 minutes after the engine starts until you reach 2000RPM (IIRC)

pro tip tho i know it's old video; there's no point to heat glow plugs few times, it cannot get warmer than it is actually after a first time, so basically on time is just enough.
The glow plug it's true it wont get warmer but the air in the cilinder will get warmer if the glow plug stays hot for longer,i guess u live in a hot country and havent tried that for yourself!
Maybe you should try it, when the preheating light goes off to start the engine instant. The glow plugs are there as hot as they can be. -> good cold engine start.
On most cars, at least not on maybe very new ones, glow plugs stay on for some time after the light go off - usually, you can hear a relay clicking when they actually turn off. So proper procedure is: 1)turn on some power outlet, like radio or lights for very short time to prep battery 2)turn ignition, after glow plug light go off wait until relay click sound 3)repeat number 2) 2 or 3 times 4)start. This is your best attempt, so if it doesn't start easily, crank it all the way until it won't any more - as engine rotates, it is compressing air inside and heat itself somewhat, that may be just enough to start it at the last moment before battery dies out. Also, if you have broken glow plugs but good battery, you can heat your engine just by cranking it just enough to start it. Also, with a manual, you can actually move your car slowly with starter motor - put in first gear and depress clutch gently when you crank it. I once was able to "drive" like that for like 20 meters slightly uphill (very slightly, but enough to make it impossible to move a car manually by myself) and then there was a downhill road which I then used to kick-start the engine :)
