Combination of a weak gun and not a lot of hits. If you do enough damage all at once, or hit them repeatedly, they'll aggro, and generally lowering your weapon will make them docile one time. If you continue attacking, then they'll go hostile and stay hostile forever. I have to do that to Dean Volkert in the Institute because for some reason he stops providing doctor services until you beat the crap out of him a bit, and I always have to use bare hands or I do too much damage and turn the whole place permanently hostile.
