If you ask me, Andrew Ryan was probably the most sane antagonist since he just wanted to protect his city, which was something he poured his life and soul into.
He also pretty much asked for his own Justice because he personally gave the order to Jack to kill him. He also was part of what allowed Jack to kill Fontaine

At the very least Booker does not like what he did in the wars, and when he did give his daughter to interdimensional foster care, he was about to get her back, and even sacrificed his memories to cross to the other sided.
It’s really hard to place who’s the most evil but I feel that title goes to Sofia Lamb. My reason for that is because people like her still exist to this very day. Doing horrible things in the name of the “greater good” but only for the sake of their own twisted beliefs.
The Bioshock Rapture novel does expand on the story for Suchong little bit, it reveals that he was the son of a poor servant in his home country and the children of the rich man that his father served would constantly bully him giving him the belief that children had to be caged and controlled.
You forgot about Daisy Fitzroy. She lied to everyone with false speeches about freedom and equality, but in the end she was just like comstock if not worse.
It's sad because if you read the 'Rapture' novel, you actually see that Ryan didn't start out like that Circumstances made him go that way - he genuinely just wanted a place for people to live free of big government and nuclear war Raptures biggest problem was the fact that the guy who payed for it's creation ended up living down there as a leading figure Ryan wanted it to be a stateless society with no laws and big government, but he also wanted Rapture to be exactly as HE wanted it. Guess you can't blame him - if you sunk every penny you have (your entire lifes work) into the creation of something, you'd damn well object if you saw it going a way you didn't like
Sofia Lamb is the most evil in my opinion since she's willing enough to harn her own daughter just to make sure Delta stays dead. Granted Comstock did the same with Elizabeth but he didn't try to make her heart stop beating.

Booker brings up how sometimes people like Daisy Fitzroy are needed, especially if people like Booker DeWitt are sent in to "deal" with a workers conflict. This also shows whenever a baptism is brought up. He knows what he has done and is not happy with himself. If I remember correctly, towards the end of Bioshock Infinite he says: "You think a dunk in the river is going to change the things I've done?" He knows it isn't that easy, very likely never is.
I think that even though Booker Dewitt did do some really terrible things he was sorta like Dr. Tenenbaum. As he remembered what he did he wanted to make things right. But I also see that some of those things he did was the reason that Comstock’s plan worked. It’s one of those complex characters that you can talk about for hours because there’s extreme reason why he did what he did. But despite that he still did those things. I guess it also comes down to how he is portrayed in the games versus someone like Dr. Tenenbaum. Both did inexcusable things, things that costed lives in the end. Like I said it’s complex, but that’s one great thing about the Bioshock universe. Nothing is simple.

He only killed when it was necessary, he hanged people who follow rules from the surface (parasites) in order to establish his city where hard work and labor is valid. Not to mention the people he killed were smugglers, Adam addicts, or agents of Fontaine and Atlas.
Andrew Ryan reminds me quite a lot of Light from death note. He is a man who has a utopian image of a world that they want (Light wants a world with no criminals, Ryan wants a world free from government control and dependence on others). But they both have a god complex as leader's of these utopian ideas. Plus both of them compromise their morals later on ( Light killing Innocents who were in his way, Ryan killing his friends and like light, those in his way).
First off, great vid as always. I agree wholeheartedly with your list, but one thing I would like to make a distinction about is that there are different forms of evil. For example, Cohen even before his splicing was messed up. He's more of a born sociopath whereas Andrew Ryan became evil as a direct result of his environment. Both are evil nonetheless, but I LOVE how Bioshock makes this distinction using the audio diaries and we can actually hear how much Ryan changed. God what a masterpiece Bioshock 1 was. I can replay that game over and over again and still be completely immersed in the story like it was my first time playing it. Thanks for the great vid!
I think Sinclair could fit on this list in some level. He abused every opportunity to make money no matter what it meant and was a overall sleezy and selfish person till the end. Him trying to help Delta out gave him a redemption arc, but still even this idea had the change of getting money on the backround.
I would argue that while Andrew Ryan was a villain, he gave Jack what was necessary to know that he was a slave of Fontaine. That moment where Ryan asked Jack to Jill him was a key part, along with Brigid Tennenbaum, in getting Jack free of the conditioning to destroy Fontaine. It doesn’t negate Andrew Ryan’s evil, but it helped Jack prevail, ultimately.
I agree that Sander Cohen is the most EVIL character in Bioshock, it's always true that the most twisted people manage to justify their bad acts, with Cohen it's all for the sake of art. What a terrible excuse.

Just throw science and logic out the window for a moment and just have fun. How would it impact the science, technology and current events of those time periods. What would the present day (2021) look like today if those fictional cities actually existed.
Going to have to disagree with you about Booker being evil. He did horrible things certainly. But evil people don't hate themselves like Booker does about what they did. Also there are some circumstances that need to be considered. Booker was only 16 at Wounded Knee. (He lied about his age to get into the Army. Was his life screwed up long before he joined the Army?). After Wounded Knee Booker shows definite signs of having PTSD which made things worse. Bouts of incontrollable anger, self destructive impulses (gambling and drinking) then add in his wife dying. And his gambling debts were nearly certainly to one of NYC's major gangs. Gangs that would birth the Mafia. (One gang, The Five Point Gang would have Johnny Torrio, Lucky Luciano, Al Capone, Frankie Yale, Meyer Lansky and Bugsy Siegel as members!) Don't know why you are talking about Booker and Peking. Booker had no connection to it at all. There is no excuse for what Booker did, but there are reasons. sm
