I don't know technicals , but as my experience cardio well worked till 10% body weight reduction . If you are 100 you can easily achieve 90 through cardio but after that it's too hard to reduce further with cardio only strength training then plays important role.

If you main goal is building muscles do weight training first because you will be full of energy and you will do your reps perfectly if its weight loss than do cardio first just don’t overdo your body needs rest just 30 40 minutes cardio is enough
