Apparently, Mongolian shamans still can bring another spirit (ancestral or older) in their bodies for few minutes to hours. Real magic is a really really widespread throughout Mongolia. In the MV’s lyrics they say old spirits coming down that’s what they are referring to

Alot of their songs keep the beat of a horse running with a rider since the horse is an integral part of Mongolian culture

Seems like you're right -
"Shoog shoog" is a shamanic calling for the ancestral spirits. Tengerism or Shamanism was the main "religion" of the Mongols, the rituals still practiced widely. Overall in this song, they are asking and praying our ancestors to help make everything good for Mongolia and its people.
