This hints that the US government knew Europe was dangerous but kept the navy and marines oblivious to that fact. Why else would they send the navy to rescue a diplomat with a bunch of emergency supplies? The navy men probably didn’t know about this so they partied, unwittingly attracting the undead to their ship where they were slaughtered in the confines of the ship. Also it makes sense the locals are very aggressive to any English speakers. In lore, the British is doing what it does best, profiting off of tragedy happening in other parts of the world. And in this universe the British is fearmongering to profit off of the infection. They also keep lying about being there to help the mainland. The locals of course are coming to really dislike and hate the British and anyone who speaks English.
