As a pedestrian, I usually wave people through to keep going (partly, but not really) so they dont hold traffic up, but mostly because I'd rather cross when I KNOW and can see it's safe to do so. I cant back this claim up, but I bet a pedestrian is more likely to be hit from a car that doesn't yield or *yields then hits them than having someone go, then run over them by backing up. Safer for me as the pedestrian. Just like how with crosswalks, I would rather jaywalk when I can clearly see there's no car coming than to wait just to cross in front of cars in the crosswalk. It's not impatient either, because it lets me NOT hold up traffic by crossing early too. *I think thats pretty unlikely though

I was driving from El Centro to Pine Valley one day. Approaching a hill going the speed limit (which was pretty high). A CHP officer on the median cut me off and drove right in front of me which caused me to slam on the brakes. Right over the hill was a carpark due to road construction right over the hill. He risked his life to slow me down for the impending disaster that would have caused.
