      Probably because the Commissar is using the same style of oration as the Nazis: one that’s designed to work the audience into a frenzy and direct their fury at the target.
      Makes sense that a Commissar would use that voice, however dark its past may be: the Imperium’s done far worse atrocities on far more worlds regardless.
