DE57 NDU - driven into by elderly driver who likes his horn, but not his brake pedal

There's a long intro to this, so people can see why I was where I was. The only way for me to cross this section of the A556, a very busy fast arterial route south of Manchester, is to use the pavement for a few hundred yards and cross at the light-controlled junction a bit further north. That way I can continue on toward Plumley. In my judgement the road is too dangerous to risk using.
So as I approach the point where I need to get back onto the road, I perform a few shoulder checks. Nothing coming, so off I hop, another shoulder check, still nothing there, and into the lane I need.
The driver of the car in this video must have left the main road just after I checked, he was probably doing 50mph-ish. He had plenty of time to see me, plenty of time to slow (as evidenced by the video), but was obviously annoyed that I was in "his" lane.
I think what he expected me to do was get into the nearside lane so he could continue through the lights, but the nearside lane is for left only traffic (north north east) - I was going straight on (east south east). He was waving his arm as I looked back, in a dismissive "get over there" fashion. I don't particularly like people driving only a few feet from my rear wheel so stopped to see what his problem was (stopping is far safer than speeding up and still having him right up my chuff).
Anyhow, his pocket is now £30 lighter (price of a new mudguard, can only be bought in pairs), and he was "reminded" by the traffic officer of the need to always be able to stop in the distance you can see to be clear ahead.
We shook hands in the end, I apologised for raising my voice. He never apologised for leaning on his horn though. I question whether he should still be allowed to drive. Perhaps the police (who were excellent throughout) might care to refer him to his GP.
