    If all entries are deleted and everything is empty, they are all locked. Or allowed by default?

      The default configuration for the Windows Firewall is turned on and set to block all inbound traffic and allow all outbound traffic.
      If you delete all of the inbound rules, then all inbound traffic will be blocked, as there won't be any allow rules and it's set to block all inbound traffic by default.
      If you delete all of the outbound rules, then nothing will change as it is set to allow all outbound traffic by default.
      If you turn off or disable the Windows Firewall, then all inbound and outbound traffic will be allowed, regardless of what rules are configured.
