It seems to me it would be easier to mount a step bumper receiver upside down on the garage floor. Pretty sure that would be something you could source from Hobo Freight or maybe U-Haul.
You're brave to post this. They used an epoxy underneath the plates to mount industrial size robots. If you find some and put it underneath that plate it ain't coming up.

Either buy one or weld a receiver tube to a steel plate. It’s on my list.
You should use drop in anchors and use a bumper receiver hitch mount.

You could have pull all the metal rope out and give your self more space to work
