(Apaches have had fire and forget hellfire missiles for decades now) - Outdated tanks. (the Type 90 tank shown is inferior to the Type 10 that Japan already posses and would likely deploy to defend Tokyo) - Small caliber auto-cannons on their gunships. (That rotary cannon seems to be shooting something smaller than even 20mm on the Cobra Gunship. Apaches have 30mm, IFV's are going up to 40mm) Ofc that's less of an issue for the year 2002 that the story is set in :D
This is clearly among my top-5 best anime movies ever. It’s kinda surprising that a theoretically lighthearted franchise such as Patlabor could be used for a dark, deep and complex film like this.

Stingers and other AA weapons are also very deadly, and lets not forget about simplest AA guns like ZU-23, S-60 and even guns like Rh202 (Marder) or 40mm bofors (CV9040) can effectively destroy helicopters on a very close range (up to 4 or even more km sometimes). Use of guided bombs and other high precision munition out of radius or at least at maximal radius of enemy air defence is much more practical.
