Rarity doesn't change synergy. It's the officer clss - Engineer, Command or Science officer. The symbol in the bottom left of the portrait tells you what they officer class is.
Full synergie or half synergie does not depend on the quality of them. it depends on the class witch they are. When you bring three different classes on the Bridge you will gain full synergie. On your case. You did 5of11 as Captain.. She is an Ingnieur. Then you have 8of11...she is also an Ingenieur. For Example..switch her with 9of11 (Commander) and then you will gain full synergie. 7of11 will bring the Scientist Class to add all three Classes.
