What you need to check as well is the InstalledLanguage in registry, it needs to match as well.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Language
Change it to the proper code. In my case I needed EN-US , which is 0409. I had there 0809, which is EN-GB , and this was causing me greyed out option to keep the Apps and Data.
After changing this + restart, the InPlaceUpgrade started to work.

@ChrumkavySuchar Damn, the solution was sitting right next to me 😂.
All I had to do was remove the requirement check using Rufus 🤦🤦🤦🤦.
The problem was that the method I used to bypass it was outdated.
I even reset my PC and lost a lot of my applications 😂😂💔.

Thank you, i downloaded the ISO from Microsoft and chose "English International" option, not knowing what i already had on my Win10 PC, and after seeing the "keep files ..." greyed-out i was heart broken o.O
Re-downloaded the proper English ISO version and did the rest of the Rufus instal and it all went PERFECTLY !

I had to use the powershell to discover windows thinks my dutch pc is speaking EN-GB. But that is not in the list for downloading win 11. English international worked.
