Ayase's friend's style is Ganguro style, (and arguably a sub-style like Manba or something) which is an intentional contrast to classical Japanese beauty (pale, black, straight hair, modesty vs. tan/blackened skin, lightened hair with perms, cleavage, wild pastel hair colors, etc), and draws on kabuki theater, noh, and western/eighties style (leg warmers, scrunchies, garish colors), aiming for extremes. It sort of fell out of fashion in Japan, but pops up here and there in anime and manga because it's such a distinct archetype, it carries a lot of character with it. You see a lot of characters who just don't care much about school, want to have fun, are beauty & boyfriend obsessed (the non-Ganguro friend and presumably Ayase are similar in attitudes, at least). And the occasional situation where a ganguro or ganguro-adjacent character surprises everyone by turning out to be good at/serious about school.
If you think this anime is a bit absurd, it's understandable because the creator of this manga is a former assistant to the creator of the Chainsawman manga.
