[Traffic Cam] Shooting leads to SWAT standoff

- On October 16th 2021, Seattle police responded to a shots fired call near 12th and Jackson. They found two people had been shot - a robbery victim, and an uninvolved bystander who'd been walking past while holding her child (the child was ok).
Witnesses stated that the suspects had run southbound on Rainier Ave, and SPD officers spread out to search the area. An officer spotted the suspect at a gas station less than a half mile from the shooting scene, and other officers quickly swarmed the station.
It started out as a fairly chaotic scene, with a lot of people wandering around and taking pictures while "down range" (ie, in front of where the officers were pointing their weapons at the suspect's vehicle). There was also a disabled bus right next to the suspect's vehicle - that bus driver eventually bailed out of a bus window and was rescued by a Metro supervisor (10:17).
There was some confusion over whether the suspect had keys to the vehicle he was in. At one point, I heard radio traffic about the vehicle starting up, but the vehicle never moved and the suspect continued to demand keys from the officers on scene.
The Hostage Negotiation Team arrived and spoke with the suspect by phone, and SWAT used two Bearcat armored trucks to box in the suspect's vehicle. The suspect finally surrendered after an approximately 2-hour standoff. The suspect is allegedly a known gang member, and had a warrant related to a prior robbery.
I captured footage from 4 different traffic cameras for this video. Sorry about the video length - I did manage to trim it down from an hour and forty minutes of raw footage. Sorry also about the occasional shakiness of the camera - I tried to fix it in post, but it didn't really work.

17:49 - Suspect finally surrenders
15:55 - "Suspect is asking for things that we can not give him, to include marihuana and intimate relationship with his girlfriend before he goes to jail" :D

The scene was under control until people with a massive lack of situational awareness started getting in the way of things.

They’re not even clueless. They know exactly what’s happening and most likely know the dangers but are too in the mindset of “It can’t happen to me”.

dumb cops - awful positioning of the police vehicles esp the one in the middle of the road with no emergency lights on (woman cop of course) - block the gas station entrances at least....

The traffic in this makes me so damn mad. If a ton of police start showing up and pointing their cars around with yelling, I'm leaving. I ain't trying to be a collateral or a statistic.

We'd use the term broken-down bus, here in the UK, as we have extensive networks of buses for disabled people. A minor matter of pride in my CV.
Not sure if it was purposeful or not but I find it mildly humorous that the price of regular at that Shell station appears to be 4.20...right next to a weed shop.

5:10 why are the 2 police vehicles just sitting in the middle of that street for no reason, they need more training on traffic control. They could’ve very well pulled into the gas station like all the other cops..!
What is your knowledge on police procedure and tactics?
I can't see what the other side looks like during this, but 1 cruiser did pull into the parking lot and the radio told them to back out as they were in the line of fire. Its even mentioned that the pedestrians were in the line of fire, it was a bit of a standoff. So police were avoiding to place their vehicles and themselves in the lot closest to the cameras POV.
Now you could argue they could have put police tape up on the sidewalk in the open lot, however I just google street viewed this gas station and it appears that IF they were to do that, they would have been in line of fire, as well as given the suspect a clear shot at any officer that puts their guard down for a moment to go place the police tape.
You think with the time they spent there they may have done this if it was logical at the time? Did you think to consider maybe there was a REASON they didn't do this?
Im not trying to be rude, I am simply pointing out that these people were living the situation, you were watching a 18 minute recording of it. So while we sit here safe at our computers its quite easy to make these judgment calls, but when your down there in the situation its a whole different ball game.

how long does it take in the US for the police/paramedic to arrive ?
Here in Greece it would take at least 20 mins in an emergency, for non-emergency make it double to triple (3rd biggest city in the country).
It varies quite a bit, but in Seattle police response time is about 10 minutes for an emergency, and about an hour for non-emergency depending on the call / day. Fire department (which has paramedics) is probably closer to 5 minutes, depending on which part of the city.

I remember that guy and his girlfriend come through trying to 💪 people, took dude phone, told him to back up,or get shot,he didn't want to so he got shot in leg, unfortunately an innocent elder lady leg was shot off below knee to,when coming out of store, always be aware of surroundings people are evil these days

A terrible contaiment of the area , who was in charge of it needs his knuckles rapping for letting bystanders walk through in the line of fire of the incident and traffic driving to close to the scene too .

this is the most american thing i've seen all day.
Lots of these issues range from lack of police securing the area. This should be done early on to navigate traffic and pedestrians ... instead they let traffic get through because no police were helping traffic gtfo.
13:24 perfect example of how NOT to react when you see emergency services. All the cars just stopping where they are, in the middle of the street, they would have been much less of an obstacle to the police car if they just kept driving normally. Especially the silver car in the right lane, wtf?
Not really. They are more predictable when stopped. Those people did an ok job IMO. Moving aside and slowing down is a signal to the emergency services that you're aware of them coming too.
@@rainey06au I disagree. I work as a firefighter myself and I can assure you, people just randomly hitting the brakes (or speeding up trying to get away from you) is NOT being predictable. Especially when there's enough space as in the video, just keep going normally, that's being predictable.

Do they train to use common sense to know where they suppose to park so they don't block traffic otherwise others could get hurt from this situation? Parking in the middle of the road without an emergency light should be a ticket. Cool video and view but unprofessional. To all new recruits and current law enforcement this should be a good lesson for what you need to know.

Don't get me wrong, I understand it's a volatile and chaotic situation, but I wish more officers had frame of mind to park OUT OF THE WAY. Before they blocked off the road completely, those two officers parked right in the road.
Maybe their intention was to block off the road, though it wasn't really a good spot to do it. But all those cars trying to squeeze through are even worse.
