Mae West wore like 6 inch platforms (although she's earlier than 40s). 70s fashion is highly influenced by the 1930s and 1940s so that's why a lot of details (like butterfly collars and platform shoes) that first became popular in women's fashion in the late 30s-40s are synonymous with the 1970s and 1980s.
