High compared to, is what needs to be asked. Smaller communities are indeed raising taxes but so are larger cities - just look at Calgary and how much taxes have gone up in the last few years - when a population explosion happens, and everyone moves to Alberta it puts a huge stress on city infrastructure and services.

On a $400K home it is about $2100 tax, in Calgary it would be $2600. In Toronto, it would be $2800, In Strathmore it would $3600.
