It's a product of its time. Also, the context of the writing was also clear at the time: the entire game was meant to be a satire of tropes and cliches of pop culture media in general, in many ways. So, the jokes would get over somebody's head if they can't recognize first the self-aware nature of the game's writing. Perhaps the only exception imho is Farid, I think Rockstar was inadvertently being racist for regurgitating the Western media stereotype of North African migrants in Europe right there.
Maybe they didn’t due to city infrastructure. Tokyo has lots of tunnels and second level highway. Probably it was way problematic to get helicopters chase us under those second level highways
