What size is the center square?

The center square is 10 inches. The sides to that finish at 8 1/2 resulting in too short sides. What happened?

It looks like the center square is 8 inches, not 10. Count the squares at either the top and bottom rows that are next to the center square. There are four 2 1/2 inch (2 inch finished) squares. Since they line up, the center square has to be 8 inches finished.
