It sounds like she hasn't even started the process yet from how she worded it here. But also, Canadian citizens have options for getting their passport in person during the strike if they really need one on short notice.
If you are renewing your passport you have to send your active passport in with the form. So she definitely hasn’t start it yet. I think your passport can’t be expired yet when you are renewing, so she might have to go through a longer process of getting a new passport.
