Charging $ 1,500 is excessive. From what little of the bill I can see, they replaced the fuel pressure regulator, changed the engine oil + other stuf. In the short term, water in gas will not affect fuel system parts and not contaminate the oil. They charged him $ 150.00 for an oil change.

A majority of the repair is dropping the fuel tank to get the water out and cleaned, disconnect the fuel lines up front to blow out or flush the lines out with fresh gas and add a fuel system cleaner. Technically no parts needed other than a new seal for the fuel pump to make sure it doesn't leak when reinstalled.

Ethanol gas breaks down and will mess a fuel system up and even damage an engine. it'll start today and be locked up or bend valves the next time you go to start it if it's stale.

@@finally97 States have minimum tolerances on the amount of water that is acceptable in a tank. Some states have 0.5" some states have 1.5" of water that is acceptable. These tolerances are also based on the size of the tank. Anything above, fuel has to be stopped from being sold and deliveries are no longer made.
A Class C certified person (Usually the store owner/manager or above are Class C) then documents this in their internal log (Which was missing at this station, according to the news report) and call their petro contractor. This Petro contractor will then pump the water out, and check where the water came into the tank from fix that leak.
They will also inspect each pump to see if water is in the lines. If there is water in the line, those pumps are purged, filters inside the pump replaced, then purged, then filters are replaced again, signed and dated of when they were replaced. Then the pumps are calibrated to the correct amount of fuel dispensed according to the screen. (If screen says gallon the amount coming out of the nozzle must be a gallon not to the hose). This calibration spot gets a new wire with a metal state seal that has to be broken to be removed (In case someone wants to mess with the calibration)
Most gas stations in the city have an electronic tank reader, that monitors the level of fuel and water in each tank. If water is above that tolerance level, they will start beeping loudly. The only ones that I haven't seen them in are local stores in far rural towns.

Pump systems aren't like that anymore. The pump is below ground in thestorage tank now, has been for over 3 decades. As for the device standing there on the concrete island, yeah, we call it a pump, but only in name. Used to be, each "pump" had its own pump in the bottom compartment, so if you turned on either side, the pump came to life. If 2 hoses were dispensing at a time, it went a bit slower. Now, with the actual pump down in the tank, and it's a higher volume pump, one big pump can feed fuel to several heads at one time. The only power needed at the head, would be to light up any lights in it, run the onboard computer, and serve the network that all the "pumps" are tied to the main kiosk in the building with. So if one "pump" is powered, they're all powered. That's why they put garbage bags over the hose gun to keep people from grabbing and using certain units.
That said, I'm not defending these boneheads who have serious water problems in their fuels, I'm just trying to explain roughly how things work in modern filling stations.

Tanks have water in them more often than you think. In fact, sometimes they are filled with water to keep them from floating out of the ground during installation if there's a lot of rain. They pump it out before the first filling. But it can get in again later from rain if there's a leak in a vent tube underground or a damaged fill tube seal or cap. I've even seen a split brass ring on top of the fill tube.
Even if the electronic monitoring system fails, there's no excuse for failure to pump the water out of a tank. They have measuring sticks and water detection paste for use to determine the level of water in a tank.

Had a gas station once accidentally put diesel fuel in a gasoline tank. Then when it did a $1,000 of damage to my car refuse to admit their mistake. They even had swapped the receipt to say diesel to cover their F up, but forgot that diesel filling handles are larger and can't be fit into a gasoline downspout. I went back to the station, and showed the pump showed "Gas", but the receipt showed "Diesel" into a gas can. That won my lawsuit, but it should have never gotten to that point.

Water, being heavier than gas collects on bottom of tank, common situation with gas stations. If they just had a dump of fuel from a tanker that will stir up what's in the tank. Someone pumping gas into their automobile will likely get water. That's why I don't get gas if there is a fuel tanker on the driveway, learned that 50 years ago at sun oil company in Detroit. (Dealer management school.

That is SO much water!! Water not only wont burn (obviously), it can also ruin the whole fuel system. Fuel pump, injectors, and anything else that touches fuel may be damaged. The fuel tank may even need to be removed to properly be cleaned out at times.

To get that much water in the underground tanks at the gas station, either the tanks are rotted out and have holes in them allowing surface water to leak in, or the owner is literally filling the fuel tanks with water to make more money!

Usually gas stations only have 4 tanks, 3 for each octane level and 1 for diesel. The 3 tanks containing gas feed gas to all of the pumping stations which means that if water was say, in the 83 octane tank all of the pumps would have been pumping out bad 83 octane gas not just the two that had bags on them. It's hard to believe that out of all the people who got gas there only two ended up with water.

Back in 2010 I worked for a company that installed large 15 thousand gallon tanks in the ground for Kiki Fill, Country Fair, Sheetz and some Gulf gas stations. We had to to a survey of every Kwik Fill gas Station in New York State. Every tank we checked with water paste on the stick had a minimum of 2 inches of water at the bottom of each tank up to 5 inches at some. Now when you install a tank in the ground you set the pump at least 4 inches from the bottom of the tank. So every time you turn that gas pump on the failure car up you’re getting the water first. Quick Fill was so mad at our company because every single one of them failed none of them, updated their tanks or had them serviced. Water was just seeping into them. That’s why I don’t go to no old gas stations or any QuickFill gas stations.
