Countries like Bulgaria, Romania , Hungary etc are useless for India as they are weak economy and will remain weak due to lack of domestic demand pull. These countries are in permanent depression. So countries like France, Germany, Netherlands, Swiss etc can exploit the opportunity of a huge Indian market. Indian money will go to that market where the return is maximum and vice versa...

So dollar value of 20% trade with India has to be greater than those dollar value of 5% trade with EU! More over , in trade the net cost of input matters interms of calculating your profit margin. That is why your country hires cheap Indian labour. So , India provides you with more flexibility than your neighbours do in terms of labour supply. But considering all of that, Croatia will still struggle to become a competitive trade pertner for India. India is massive, its giant so its hunger is insatiable.
