not a protection circuit but the connection between cells and the positive pin is disconnected because of rust, if you hit or puncure it, it will connect the pin to the cell again , i already opened the dead 18650 and checking this

It's an absolute last resort in case a BMS/gas gauge fails to stop the flow of current or the cell itself experiences a failure. It acted for a reason and should not be messed with. Rust is a sign the cell has seen earlier abuse.

It disconnect not because of rust. It can be reset, but carefully and not disfigure the CID disk..
