While ACV is a suitable replacement, it does impart a flavour unlike vodka. The more conventional non-alcoholic replacement is a food-grade glycerine which has a sweetness to it without imparting much flavour :) Both ACV and Glycerine won’t preserve the herbs for as long as vodka though so you do need to consume your full tincture more rapidly if using those methods. Best practise in that case is to make smaller amounts more often
Try lemon juice to extract ginger or other bases. Some things don't extract well in alcohol. You can use apple acid vinegar as long as you want to really limit yourself to extracting base materials.

Yes you can use vinegar, although the extraction will certainly be different.. ACV is wonderful for extracting minerals form herbs..

Another option is to keep the product refrigerated!
