It's not just Solitude. Dawnstar and Markarth also have hidden Khajiit vendor chests.
Dawnstar is in the bushes next to the iron mine (not the quicksilver mine).
And Markarth's is behind the stone wall near where the wood chopping block would be when the caravan set up their camp.
