      I am a S.C. native and a veteran . About a month ago I graduated our CWP class and submitted my package to SLED . It will take about two more months to receive my CWP license through the mail . For many years the S.C. CWP liccence law provided that veterans did not have to qualify on a range test or pay the $20 fee that civillians were required to pay ., What is not mentioned is that a S.C. CWP holder can currently purchase a weapon without a background check , but the new law does not allow a non-CWP holder to do so . Part of the new law established a system wherein a few hundred millions of state dollars are to be spent training non-CWP holders in gun safety and law compliance free of charge to the students . The new law requires every S.C. county to conduct two classes per month . The list of prohibited places was not changed , but I would like to see the restriction on carrying in a daycare facility to be amended so that daycare staff can defend their charges .

      Not sure If I somehow missed you mention it but does this apply to visitors from out of state or is it only for SC residents? Also does this effect the ability of those who have a CWP to keep them up to date for reciprocity purposes or are they still running the CWP process as it stood prior? I tried finding these answers myself but seem to get mixed answers- appreciate the breakdown videos as always!

    Senator Shane Martin added a severability clause to the bill specifically because of Massey's two tiered justice amendment #36. They anticipate this being challenged in court.
    One thing MrGunsNGear didn't cover was that this new law moved the age of legal carry from 21 to 18.

      Bill was relatively short and simple too, I am no legal scholar and it seemed comprehensible to me. Simply removed the need for a permit, bad part is you must be 21 to partake in constitutional carry or be issued a permit.

      Granted, the bill should have been better, but we removed the requirement to have a permit in order to carry concealed or open and we made the legal age 18. There's work to be done for sure. We'll do it and clean this up. At least SC finally did something positive.

    4:45 - This cannot hold up in court. The wording of the statute implies that concealed carry is tantamount to evidence of intent to commit a crime unless you paid the government an extortion fee. Regardless of a crime being committed, any otherwise legal actions taken by a person are STILL FUCKING LEGAL.

      @@anthonysloan4129, you were misinformed. The new law makes it legal for open or concealed carry, with or without a permit. The two-tier punishment nonsense can be applied to any “crime” related to firearms, regardless of open or concealed carry. Non-CWP holders can face up to an additional 3 years imprisonment for any offense related to firearms.

    I read the bill, the second paragraph clearly stated concealed was lawful. The first paragraph refers to "open" as in "open public" the wording is a mess for us laymen. Things that are jacked up is different sentences for violations depending on if you have permit or not and the requirement to report stolen guns which in SC is a useless act. We have no registry and self made firearms are lawful.

      Well guess what im fighting a felony gun charge cause they pulled my friend over for a “dim tag” and cause i was on dui probation i wasnt allowed the right to carry for self defense and so they charged me and were happy to do it smfh i got my dui at 22 and now not even on probation so they better drop it down or i face having issues with every cop who stops me all because i will have a gun

    Quick note on stolen firearm requirements - for example, if you report that in Philly there has been instances where they revoke your license to carry. So you may get discriminated against for reporting... It shouldn't be mandatory.

    I mentioned Massey last time. I have emails from that guy talking about why he didn’t want to support constitutional carry. Essentially with his amendments Massey is trying to “encourage” folks to get the license.

    Section 22 allows them to charge non permit carriers up to 3 years for using the firearm to protect yourself. That is an additional 3 years after any other charges.3 YEAR SENTENCE FOR NOT PAYING THE STATE FOR PERMINT WHEN LAW SAYS IT IS NOT NEEDED IS INSANE!!

    1:45 I'm pretty sure most if not all of these are exactly the same as it's always been. I got my permit to carry 2 years ago when I moved to SC and the short answer is that everyone of those places has a no carry sign at the entrance to the facility.
    I don't think that these locations are newly restricted but clearly I didn't pay that much attention when I took that class because if anyone knows you're concealed carrying then you aren't doing a good job of the concealed part. Unless there is an alcoholic beverage in front of me you can guess what's inside my waistband.

    I’ve been following this since it was announced as a bill in the state house a little over a year ago. And I had gotten my cwp already but that is okay because there are many states that still respect South Carolina’s cwp.

    Sadly, stuck in MD. Waiting for gun shops to finally start selling handguns without an HQL. I believe the full appeals court will re-hear the case later this month. HQL currently ruled unconstitutional in MD, but stores and police are ignoring the ruling!

    So people in SC are able to conceal carry without a permit now? Many of the news articles I see only refer to open carry…

    Here in South Carolina almost all stores and businesses have a sign posted on the door Walmart, Grocery stores etc saying no carry.

      Not really. Walmart has an ambiguous sign in the corner of their lobbies that ask to "kindly refrain from open carrying." I find very little businesses that outright say no firearms.

      I don't notice or pay attention to them unless it's a big no-no one like schools or government buildings. Because of how the law is worded, it's effectively unenforceable. The signs have to be a certain size, worded a certain way, etc. Besides, unless you're open carrying, how would they know? Most people barely pay attention to your presence, let alone the off-chance they see you printing or whatever.

    Tennessee has constitutional carry however if you get a permit and for a lifetime license it’s only 300$ at an dmv

      It doesn't cost South Carolinians anything to renew. They got rid of the sled fee when open carry was allowed.

    So, does this mean I will have more rights in SC with my Indiana permit than an SC resident doing constitutional cc? Indiana was not previously on the reciprocity list, and I wonder if things really stayed the same

    I live in Ga. and have a CCW. I travel to S. Carolina often and am wondering if this new law mentions reciprocity. Ga. is a constitutional carry state but I still have my permit.

      It doesn't. I had cwp in ga & lost the right when I moved to SC.

    Just moved to South Carolina from VA. I didn't realize beforehand that the moment I obtain my SC drivers license, my VA CCW is voided, so I would not have been able to legally carry as I always do until I went through the SC permit process (90 days). Thankfully this bill passed so I don't have to worry about the in between permits phase. I'm surprised there's no official process for permit transfers between states, it's really unfortunate, it forces people to either give up their protection, or risk incarceration by carrying "illegally." 🤦🏻

    I know that here in FL we don't have a full constitutional carry but I take a little win and at least we don't have to give all our information to the ATF criminals to conceal carry anymore. Good for SC.

      @@stevep7346 this is more accurate. In SC we have many Republicans that used to be Democrats. None of them are yankees. Those Republicans are the problem and until we remove them, we will continue to have problems with removing infringements.

    Can someone explain if this bill allows both open and conceal carry regardless of having a permit? Most of the articles only mention open carry so it is unclear to me.

      You can carry open or concealed with or without a CWP in SC now.

      Open carry was passed last year but all of the articles are going to make it seem worse than it is by saying “anyone can carry openly without training or a permit”

      I live in Spartanburg County S.C. I "ve seen a few instances of open carry since the law was changed . One guy was open carrying in the Spartanburg Costco a few months ago . I have seen a couple of instances of guys carrying open in my local Circle K . Nobody seemed to care .

      Wherever you want. You can walk down the road with a loaded long gun. We have never had restrictions on long guns.

      Certain lobbying interests likely demanded exceptions in exchange for "Campaign Contributions" . At least you "Cop Lobbies" were not actively in opposition to it like our's were in Louisiana.

    Can someone explain how constitutional carry works for out of state residents? I come from a tyrranical blue state but I have a concealed carry permit. I plan to move to SC in the next couple of years but I was curious if this works for out of state residents as well.
