I'm sorry, but "Congratulations" isn't the right phrase when someone has a birthday. We usually say "Congratulations" to somebody if it was their achievement, and we want them to feel even happier by praising them for something that they've achieved. In this case, you would say "Happy birthday, Bob! And I wish you many more!". All the best, and I hope you have many birthdays.
