I never got the impression of comic book shade
The yellow outfits worked to draw attention, which was applicable for the show back then.
The black of the movies we're doing our jobs and not intentionally standing out, which fits the initial building the team that the movies showed

"Costume" seems disrespectful to me. "Uniform" would be more appropriate. After all, they're wearing their work clothes, not going trick or treating.:)
