My theory has much more merit and fits the story very well and is something the characters would do. You know Eren learns he can do the rumbling. Hes scared and confused with this crazy power. He doesnt know what to do so he decides to tell someone he trust but is to scared to tell his best friends so he goes to Floch. Eren tells Floch about the rumbling and how powerful it is. Floch realizes he can save Paradis so let the manipulating and gaslighting begin.
