As soon as I heard "#2: Eevee," I responded "Sprigatito." Maybe for a little variation, consider a list of cutest FULLY EVOLVED Pokemon. For such a list, I would recommend making Tinkaton your #3, Furret your #2, then giving all of the eeveelutions the combined #1 just so they don't dominate the entire list.
