    In the 80s my father was in the USAF and worked as part of a group responsible for managing radar stations in northern Alaska/Canada/Greenland, called the DEW Line, to watch for potential Soviet bomber attacks. These rather small sites were manned by about a dozen or so civilians at each site, and at one point they threatened to go on strike. My father was tasked with finding out the logistics of replacing the striking workers with Air Force personnel. In order to man the stations to USAF manning standards it turned out that well over 100 Air Force personnel were required to do the same job as the dozen civilians. That is what's going on.

    An uncle of mine inherited a small super yacht from the owner (he was the skipper and the owner liked him). He couldn't sell it quickly enough, as there was no way he could afford the upkeep.
    These things are EXPENSIVE.

    It has been a dozen years since I did work for Pasha but where you see that yacht in the opening shot is where there ships unload. The ships have ramps that open on to the dock and the longshoremen drive the cars into that parking lot, then the teamsters move the cars from there. I have to think that yacht has to move to accommodate the ships.

    The scuttling idea has some merit - Strip it of all items of value and sell those, and then tow it out to sea and send it to the bottom. Then start doing it with every other arrested Russian boats.

    Interlocutary means the sale decision will be taken with all known legally interested parties on full formal notice. The opposite would be ex parte, meaning the other side would not be put on notice.

    San Diego is a NAVAL yard! The US Navy must have several THOUSAND servicemen certified, and able to be certified, to enable/drive/run this vessel. I expected the Admiral Club in San Diego to be on this boat most of the time, taking it our for "proving" trips........!!! Doesn't the Federal US MARSHALLS at least chit chat with the United States Navy??? They have the same boss!!!

      they may but then you will have to reimburse the owner for wear and tear should there be damage, the hours on the engines and so on, remember this yacht is more like a car thats been towed to a lot, the place holding it is responsible for its safety

    The US Marshal service are getting ripped off or they are telling porkies. 360,000 pcm for salary is utterly ridiculous - that would be 10K/person per month if the were fully crewed and junior crew (the majority) are not getting paid anywhere near that. An MSMD of 12 would more than enough to look after the yacht and do short day trips to sea, but you don't really need to go to sea. Engines can be run slowly ahead/astern whilst alongside and steering gear can moved port/stbd and stabilisers can be put in manual forced roll (if the side of the dock wall allows). We used to do that all the time in the RN and in the yachts I commanded. Only thing that could not be run are the watermakers.
    The fuel cost is a bit steep. The biggest draw will be the AC and then other things for short periods - water calorifiers, pumps, hydraulics, galley etc, but 250KW should be enough. That's 18 US gals/hr at max chat for 24 hrs (unlikely, as its always 50%+ less at night) at $4/US gal is $52000 (duty paid).
    I can't envisage general running costs being 165K pcm.
    I have no idea why a Flag and Class survey would take 2 months, not even for a 5 yearly and she isn't old enough for a Special. Can easily do that in a month. Tanks and through hull valves are big jobs, but do 50% of the valves at the Intermediate Docking Survey and the other 50% at the 5 yrly. Might be that the yard doesn't have the manpower. Go to a bigger and better yard.
    Perhaps I could do the job for the US Marshal Service and save them a tidy sum, but her size exceeds my Yacht licence and my RN Destroyer "ticket" doesn't count.

    Based on your image, Amadea is at
    32.65798503190612 -117.1196735487494 on north side of a dock.
    AIS shows on on south side in the Sweetwater channel, and Google Earth shows it there in June 2023.

      Yes... and no... they are not radar but satellite internet which has been somewhat superseeded by starlink, many boats are going wholly to starlink and pulling the domes off but others are keeping them as backup

    $360k is hefty. But seeing that it is US crewed, they might be unionized, which drives the compensation. They are docked in California, which means that other costs to payroll, are payroll taxes, Local state and federal. Disability insurance for the crew. Probably a bunch of other things that drive up employee compensation that an employer might pay that is invisible to the employee. There is probably a Crew management administrative company taking a chunk out of that 360K also.

    I wonder if this yacht is being used by Congressmen as a party boat. Maybe they ought to put this into a military port. I'm sure the US Navy or Coast Guard would have no end of sailors willing to serve. The military could cut costs to a fraction of that bill and have a bonus.

    48 cars in the lot adjacent. This is a seriously large crew for parking in one spot with no "Boss" around.
    Esys -- sounds like the USMS forced the drydock facility to cover ALL costs while its in refit. So its still paying it -- just as part of the refit total price. (not an uncommon form of US contract - "all costs + predetermined profit)

    The French government had similar issue with two ship they had taken control off with questionable Russian ownership. Because of the holding costs and legal cost projected to be incurred proving ownership via four company structures. It was deemed better to release the vessels as holding cost for an estimated 2-3 years would be at least half the vessels sale price but most likely more . If the legal action failed further cost could arise from loss of access the the vessel gif hire and lack of maintenance at a higher standards than provided.

    Why is the United States paying for many things like ship crew, dockage, etc? The US has a large navy and a coast guard who are more than skilled at caring for seagoing vessels. I realize that, as a rule, this vessel is not the same as an aircraft carrier. Still, it is not unprecedented that U.S. military personnel have been charged with caring for precious and delicate items.

      The US doesn't own it. But doesn't want to pay the upkeep while it's arrested. They probably don't also want to compensate the owner for loss of use, if they can argue the seizure was unlawful. If, of course the owner can do that after it's been sold, then the compensation bill is obviously going to be a lot higher to pay for a replacement and the loss of use until the replacement is available.

    I’m definitely not a rocket scientist, but I think I can comment intelligently on a few points in your video. I have a bit of experience on the waterfront of San Diego as well as being a retired yacht and tug engineer. First, I don’t believe the vessel has done any seagoing ops since arriving in San Diego. It is located in a secure location in the south part of the bay, at the 24th St. Marine Terminal in National City. I’m certain that it has been running its auxiliaries, as there is no shore power at that berth, and certainly none providing 50 cycle service. This is unfortunately counter to the Unified Port District of San Diego’s Marine Clean Air Strategy. Crewing seems almost invisible, as certainly the exterior is showing visible signs of filth. As for maintaining Classification, yes, certain requirements exist. Those requirements could be met as well as a thorough survey for purposes of sale, at existing shipyard facilities in San Diego. Adequate officers and crew also are available for temporary movements, but I have no knowledge as to what current staffing onboard might be. I could find out. Cue the idiot trolls.

      As far as I know, there is a minimum crew that has to be on board for all active vessels, (not just yachts), over a certain tonnage even when tied to a dock.Even if it's not going to be moving for a while.

      all boats and ships regardless of size must plug in to shore power when at the dock when motive power is a diesel engine this includes generator running use as well. CA rule enacted about 4 years ago.

      The berth in this footage is not where the vessel is presently moored. It is presently moored at a lay berth, where there is NO shore power. This what The Syzz meant about you rocket, scientists and armchair mariners. You don’t know Jack Shit.     It appears that the reason for Impounding this vessel has not been proven, nor has there been transparency by the US government as to the funding of the vessel by the owner. The tactics employed appear to be political, directed at the private owner, and no thought given to the people paying the exorbitant upkeep costs - the taxpayer.
    An offer has been made to relieve the taxpayer of this burden but it has been declined. Would the annual payment not be better spent on the taxpayers?

      The US government does not believe the person offering to pay is the real owner. Also the offer to pay is based on the yacht being 'returned' to the 'shell' owner, only then will they pay.

    I think that at some point governments will reach a point where arrest or seizure is more trouble than it is worth.
    between maintenance costs and legal costs it will be a small fortune
    and in the end there is still the question of how lawful the seizure will be seen at the end oof the war in Ukraine.
    considering that who is willing pay a good market price for such an ex Russian yacht,

    I understand that the "policy" for lack of a better word, is to keep the motorized island in the condition it was seized in and therefore the money must be spent to maintain it. I do not, however, agree with the policy. The idea that these boats will be returned to whatever shell corporation the owners are using at the time, is ridiculous. What game these sanctions, just to make it appear to the public that the billionaires are being punished. A foolish waste of time and resources.

    Clearly they don't need a chef. 6:35 They can presumably cater local fast food or whatever every day for much less than a chef and food costs. And if they hire local crew, they can just bring their lunch from home and sleep in their own beds at home at night.

      Having a chef onboard cooking is less expensive than buying food every day. I have been onboard yachts that have had no use of the galley in dry dock, and the costs are huge.
      And as explained in the video, people cannot leave the yacht unattended at night because they are required for minimum safe manning.

    Your headline is incorrect. More importantly, the government is wasting money. The $360,000 per month in crew salaries is ridiculous when there are no hotel guests aboard. It is three time what it should be. Docking at an area without shore power and water is financially and environmentally idiotic. As to security, the ship should be in a Naval facility so that no incremental security is needed. The Auditor General should investigate profligate spending. One can mothball a vessel and yet maintain value.

      He said $7 million per year. Was $600K monthly. Not sure if insurance was broken into monthly increments and averaged. The yearly insurance payment is due this month and is $1.725 million.
