Stump Sulcata Tortoise 2yrs on the road again

This 2 year old sulcata has been walking down the driveway and to this road since he was about 4 inches long. I.E. his whole life.
He also does this at parks. He usually stays on the paved trail ahead of or behind us... the longest has been at least 3/4 of a mile. What size enclosure do you need for a yearling sulcata? Right.
When he was missing you can imagine my dismay with his affinity for the road and how much ground he can cover in 30 minutes. He was missing for a whole week.
