From multi-billion-dollar highways passing through bays to mini-Dubai in older cities, these are Europe's biggest megaprojects in the future.

You forgot Madrid Nuevo Norte, the creation of a whole new business and economic center for Spain's capital, Madrid. The new district will have the highest skyscraper in Europe at 400m high and other 20 high-rise towers, also a whole new train station, a new central park and much more.
BTW, third project not in the list is Via Baltica, a HST connecting between Warsaw in Poland (my country), Vilnius in Lithuania, Riga in Latvia and Tallinn, Estonia, and Via Carpathia, a highway (or an expressway, depending on the country, in Poland it's expressway S19) connecting Klaipeda, Lithuania and Thessaloniki, Greece.

Amazing, my favourite project is Grand Paris Express, because I'm interested with public transport.
I never understood why such expensive projects had to be built. But anyway, it was a good video, keep it up!
Economics and convenience.
There is a lot more High Speed lines under construction in Spain than the always delayed and reduced HS2. Only the Mediterranean corridor from Barcelona to Algeciras next to Gibraltar is ten times longer than HS2, it involves cities like Valencia, Alicante, Murcia, Granada, Almería, Málaga and many others and probably will be finished before HS2 since many areas are already in use or close to be open to service. More than 1000 kilometers long with a kilometer price five times cheaper than the British proyect since we do have ‘know how’ since the Spanish orography is rather complicated, (Spain is the second highest country in Europe after Switzerland).
Only during the construction of HS2 Spain opened connections with Galicia region on the north west, to Asturias with the second largest high speed tunnel in Europe, to Murcia on the south east and the connection to the Basque Country (Bilbao, San Sebastian and Vitoria since the service to Burgos is already opened), and south France will be ready before 2030. All those connections with the Mediterranean corridor leaves the HS2 in a little joke with no opening or budget certainity.
These projects are part of TEN-T, so they were not mentioned separately. As I said, I only mentioned a few more important examples from the TEN-T project, unfortunately there is not time for all of them in a top-list video, so maybe we will talk about this in a separate video. And I can't find any information about the cancellation of HS2, the research work for the video was completed 5 days ago, and I tried to work from the most relevant information.
