I think there's a lie in here. You said for electronic recycling it requires corporations and consumers to properly dispose of their devices. I think this misses a very large part of the e-recycling problem. If corporations designed their products with recycling in mind, it would be much easier.

If you're referring to producing these materials synthetically, it is not really that simple.
First of all, what separates all elements from one another is not electrons but protons (for example, what separates elemental silver from elemental gold is that the silver consists of 47 protons while the gold consists of 79 protons). And unfortunately, it is not simple or generally practical to just stick protons together. Protons are positively charged, and therefore repel one another unless a high enough amount of energy is applied for the strong nuclear force to overcome the electromagnetic force that would otherwise keep them apart. This energy is so high, that for many atoms the only place with enough energy to produce them in high numbers is in the core of stars. For a lot of atoms, even this isn't enough and the energy required can only be found in supernovae.
And even then, you have to consider the stability of the atom, which is when neutrons and electrons begin to matter. For example, a Uranium atom with 143 neutrons will decay faster and is more easily broken apart than a Uranium atom with 146 neutrons.
And then some materials mined are desired not for the element but for molecular/crystalline structure. For instance, the graphite mined in this video is just carbon, but it exists in a desirable crystalline form. In this case, you'd need the elements AND the desired structure they form.
This isn't to say synthesizing these things is not possible (for some materials, we are already doing it), but it may be so difficult/impractical/expensive that it isn't worth it. Hopefully materials science will continue to advance to the point where one day we don't need to mine much of anything, but for now we should strive to make mining safer, reduce our dependence on the materials themselves, recycle materials, etc.

People who talk about about banning child labour is missing the point.
These kids are forced to work, because the family is poor, and the family cant afford to send the kids to school.
Ask any parent of child miner and everyone of them will say, they prefer/wish their kids go to school for education.
